The move comes as Housemark seeks to step up plans to expand the use of data-driven insight across the sector. Dougan has joined the organisation after more than two years as engagement manager for Scotland at the Chartered Institute of Housing (CIH).

Housemark has welcomed Mike Dougan as Senior Account Manager for Scotland and Northern Ireland, joining the organisation on 1 December 2025 at a pivotal time in its next-generation data transformation plans. 

Based in Edinburgh, Mike will take the lead on Housemark’s engagement with social landlords across Scotland. His focus will be on deepening relationships, supporting members to get maximum value from their data, and helping organisations unlock insights that improve decision-making and outcomes for tenants. 

 Mike brings a broad range of experience from across the housing sector, including over two years of working directly with registered social landlords, local authorities, and sector partners. His understanding of the pressures facing Scottish housing providers, along with his long-standing professional networks, positions him well to support organisations navigating a challenging and rapidly evolving environment. Speaking about his new role, Mike said he was driven by the opportunity to help deliver meaningful change through data-led insight. 

“I believe strongly in the social purpose of the housing sector and the difference it can make. To create real impact, organisations need a clear view of the market, the challenges shaping it, and the needs of the people and communities they serve.
